RTO Ownership Transfer Process in Maharashtra

When you buy a used car, the Registration Certificate (RC) has to be legally transferred to your name at the RTO within the timeline prescribed under the Motor Vehicles Act. Here's how it works for a within-Maharashtra transfer (same state, different owner) — the most common case for our customers.

Documents required

• Form 29 (Notice of Transfer) — signed by both buyer and seller, in duplicate
• Form 30 (Application for Transfer of Ownership)
• Original RC book
• Valid insurance policy copy
• Current PUC certificate
• Seller's and buyer's PAN card and address proof
• Passport-size photos of the buyer
• No Objection Certificate from the financer, if the vehicle had a loan (hypothecation)
• Road tax payment receipt (usually already covered for Maharashtra-registered vehicles)

Step-by-step process

1. Complete Form 29 and 30 with both parties' signatures.
2. Submit at the RTO where the vehicle is currently registered, along with the document set above.
3. Pay the transfer fee — varies by vehicle category; the RTO counter will confirm the exact amount.
4. Vehicle inspection is sometimes required for the transfer, mainly to confirm the chassis/engine number matches records.
5. Receive the updated RC — either a physical smart card or an updated entry, depending on your RTO's current process; this typically takes a few weeks.

Typical timeline and cost

The legal requirement is to apply for transfer within 14 days of purchase (extendable with reason). Delaying transfer risks challans and, more importantly, insurance claim disputes if there's an accident before the transfer is complete.

Common mistakes to avoid

• Continuing to drive on the previous owner's insurance after purchase — get it transferred or take a fresh policy immediately.
• Skipping the financer NOC when the RC shows hypothecation — the RTO will reject the transfer without it.
• Not verifying the chassis/engine number on the RC against the physical vehicle before submitting paperwork.
